Savannah Cops bust a Scad Keg party, is this a property rights issue?

We visit a Savannah College of Art and Design art house which was busted by police for a noise violation. Were the neighbors in the right to form a neighborhood watch group and call the cops on the house party or are they being busy body neighbors who used the violence of the state on their neighbors? We interview Dominic Graves and explore if this is a property rights issue.
